Yes, at any time. Moving to annual applies immediately with a prorated credit; moving to monthly takes effect at the end of the paid year.
No. Each plan has a register and team allowance built in, and the price does not move within it. Outgrow the allowance and the next plan up is the whole change.
Your account becomes read-only for 60 days so you can stream every list to CSV, including the full journal. After that the data is deleted.
Upgrades apply immediately and are prorated. Downgrades take effect at the next renewal, and nothing is deleted; features outside the new plan simply lock.
